cell phones

okay, I have had a cell for several years now, technically I have had a few different cell phones over the years, now I understand that technology (including cell phones) is advancing and more/better/faster services becoming available.
There are two factors that really get on my nerves about cell phones in general (and no one of them is not hearing them ring at inappropriate times, I think that is rather funny actually)
issue A: why, why, why do people send text messages on a cell phone, much less a big conversation all by text messages on their cell phones. If person A has a cell phone and is texting person B on their cell phone, then clearly both people have cell phones - CALL THEM ON THE PHONE!!!!
issue B: now it is true that I get zippo reception in the office building here at work on my cell phone - but even if I had all the bars and perfect reception, why do people (who have reception in this building) keep their cell phone turned on and receive calls on it during work hours. I would imagine most anybody that has your cell phone number is going to know your work number as well.....why dont they simply call you on your office number, if its between 8 and 5 there is a good chance you are at work.

just wondering.....
